Breakdown:
Part 1: R' U' R U' R' U2 R2
R' U' R: This is a 3-move sequence that swaps the two edges in the front-right and back-right positions.
U' R' U2: This is a 3-move sequence that moves the edge in the back-right position to the front-right position.
Effect of Part 1: Part 1 essentially places the edge from the back-right position to the front-right position while swapping the other two edges in the right face.
Part 2: U' L' U
U': This is a single move that rotates the entire cube's top layer (top face and top layer of edges) counterclockwise by 90 degrees.
L': This is a single move that rotates the left face counterclockwise by 90 degrees.
U: This is a single move that rotates the entire cube's top layer (top face and top layer of edges) clockwise by 90 degrees.
